Tier List for Utility

There are plenty of tier lists out there, but few list reasons WHY a particular champ is where they are, what they bring to the table.
I'm wondering if there's a resource it there that lists champions by the utility that they provide, like immunities, abilities to handle auto-block, regen, etc.
I'm at a place where in trying to pick and choose champions to rank up and struggle to know what utility gaps I can fill with the champs that I've got. The last thing I want to do is rank someone up that would be superfluous because another champ I already have ranked up can already do everything they can, but better.
