Will Power not working on weakness debuff

As you can see, I am not healing and I have Will Power against Luke Cage on Map 6 1st section. I only heal after Luke Cage hits into my block and then I begin landing hits. Something is not working as intended.

This happened to me yesterday as well. Same fight in AQ. I was using Apocalypse for the fight. I got inflicted with Exhaust and that did trigger regen from Willpower. However, once exhaust was gone the regen stopped (Weakness debuff was still there).

That’s exactly what happened, the heal block ended and I had the weakness debuffs but no healing.

I fought Luke Cage with Mangog in my other account and the same thing happened.

So this is getting overlooked? It happened again in AQ against Luke Cage.
