Erratic AI behaviour in BG?

I've noticed this season the AI being ridiculously passive sometimes and sometimes just walking upto you and catching you with a super far reaching light attack.
Now I understand baiting is necessary for AI to throw a special but as an example, in my last match, (QS vs Mysterio) I activated terminal velocity, and kept dexing Mysterio while he was at 2 bars of power until my TV expired. Even after that I would have been baiting like 20 seconds until I gave him enough power for a sp3 (through blocked hits) and wouldn't you know it, it immediately went for it.
Is this really fair?
