Although you’d likely want both awakened, Titania is a better unawakened option between the two. But Titania is also available as 7*, so I don’t know how much I would invest.

Titania is way better unawakened than Tigra is. Tigra was one of my first r4 champions back in the day, but I awakened her and sig 200'd her in one fell swoop as soon as I pulled her. She's one of my favorite champions in the game, but I just can't stand her unawakened. She can technically still do everything she does unawakened, you just have to use two SP1s before you can start going for your big damage-dealing SP2s.

Meanwhile, Titania is great even unawakened. Her awakened ability is nice but you don't really notice it as much as Tigra's. It's more of a nice-to-have than a must-have. But as Furry said, she's in the 7* pool so depending on how quickly you earn those shards, you may or may not want to invest in the 6*.
