Power gain champ bug

I've experienced this twice in bg where champs with power gain using their sp3 when there's a obvious lack of power for it. At first I thought they mightve reached the power before I realized but in the 2nd match against hype it's so obvious that it didn't and would've taken another second for it. And a question, would sp 3 which is used after bg timer ends do dmg? I was sure it doesn't since it didn't a couple of times before but in the fight with hype it said time out and out of nowhere I showed as I have 0 health.

Victory track has return policy. If a buff is nullified they gain 60% of a bar of power. This happens in an instant, so while you might be watching the power gain, if they already have 2.5 bars of power - they will go straight to 3. This would quite often be the case using mystics with this node.

No that can't be the case. I was using sassy yes but I never use heavy since stagger also counts as nullifying.
