Technically you could buy whoever you want gift cards and send them to them. You should not be logging into anyone’s accounts to make purchases for them as using another player's account is against ToS, but there’s nothing to say you can’t send someone money that they can use for the game. You just have to trust that they will actually use it on the game.
On the whole, I’d say this is a pretty terrible idea. If they’re supposed to pay you back, how can you trust that? If they pay you up front, how do they trust you? If you’re just buying stuff for them like Santa, let me know so I can join.

If you mean that some teammates can NOT buy the offers via the Website Store, for variety of reasons (country they live in prohibits them, or not tied to Kabam ID but instead to Google/Apple Play login, etc).

If Google/Apple Play Login (and cannot create actual Kabam ID login), then issue would be the same no matter who would pretend to be them (whether allowed or not). Needs to have a Kabam ID linked to their game account.

(And just to clarify what else you might be asking, NO, there is no way to have one person make a purchase in game and GIFT the stuff to someone else. There is no GIFTING. Also can NOT use your own account to buy for someone else, that is in essence Gifting too).

As for Location Issue, while technically possible to have that other player's account logged in from somewhere else in the world in order to purchase from Website Store (they should try using a VPN themselves to get around a Location prohibition), having someone else do that may or may not fall under Kabam's Account Sharing prohibition.
Store is brand new, so don’t know if existing Account Sharing prohibition means just for logging into game itself, or also to new separate Website to purchase offers (???)

If this is something you're intent on doing, the best way to approach it is by buying a virtual apple gift card or Google play credits and sending that to them to spend themselves. Sharing your personal credit card info, even with people you trust, can be incredibly risky to your financial health and signing in to their accounts to buy it yourself is a breach of Kabam ToS.

To answer you question (because we already asked it) logging onto the webstore with another person's account is considered piloting which is a bannable offense. As others have said, just send them a gift card that they can use, or transfer money to their PayPal for them to use.

Fyi kids out there, if someone's calling something their "bank card" you probably shouldn't trust them. You don't have a card, you have credit or deposit or savings accounts that you can access by supplying the correct credentials. "Bank cards" are what my kids have that have limits imposed by the adults.
