Prowess Power broken again

Prowess power- 2 is broken. It is giving far more than .24% bar of power per stack

So I think this is that they screwed up the description.
This post says prowess power 2 should be 2.4% of a bar of power per prowess not 0.24%

So then 6 prowess would be 14.4% of a bar of power per sec, plus havok's natural power gain of 2.5% would be 16.9% of a bar of power per sec, so he would fill a bar without any hits being taken in just under 6 sec. I can't be sure but that seems to fit with the fight you are showing.
