Hela is bugged?

Hela synergy with Thor(ragnarok) grants her infinite fury, Please kabam let us know whether this is a bug or its intended before we waste units , shards to get her and waste resources to rank her up
Its totally unfair to let players spend and at the end they come to know it was a bug
