Season or off-season war rating counts, this has been the norms since long back. The off season is the place for any alliance to make up the rating which is lost during the previous season to prep for the next season. So it is what it is. If we want to maintain the same rating for the next season better not play off-season and lose matches because it will reflect for the next season starting tier.

This isn't true for alliances Tier 1-5. Their war rating is locked during the off-season so they can participate in off-season wars to bank loyalty without jeopardizing their rating/tier.
