Can you still match with uncollected to TB when you are paragon in BG?

Just wanna ask if they changed the matchmaking in BG? Like last season you can match with anyone when platinum 1 to Diamond. Im just wondering hows the matchmaking works now.

In plat+ the game takes off the training wheels completely and causes you to match whoever is available
