Why if Peni Parker is immune is she melting on this node?

The wording says “each debuff on the attacker” she is immune so never has a debuff on her?

I could understand that if it was say kingpin who shrugs off as the debuff would have to kick in first which would activate insult to injury. But Peni is immune and therefore no debuff activates “on her”

It's against massacre, any time an incinerate fails due to immunity he deals a burst of energy damage.

That is because Masacre's abilities:

Each time an Incinerate effect fails to apply due to an Immunity, the target instead takes a burst of X energy damage.
