Alliance mates lost out on mastery points and act 4 rewards question

Years ago a few of alliance mates completed act 4 but never explored it. Now that mastery points have been moved to completion as opposed to exploration they can't receive them.

Also for my own account, I completeld and explored act 4 and 5 two months or so prior to the original forum post, and I believe I would have been eligible if the rewards are based around the original post, will compensation be based on the forum post date or the 16th?

Does anyone have any idea or info on the matter?
