Heroes cannot be in other teams

My alliance member can’t join war and keeps getting this message. His attack team isn’t anywhere else in game. What’s going on?

    No. Just in the group he’s trying to join.

    He’s in a quest with atleast one of the champs he’s trying to use. Which is dumb because they aren’t locked anymore but tell him to finish up and join war, then he can go back to questing

    Even other rarities of the same champ don't work. It happened to me yesterday with white mags

    No. He was out of all quests when he was trying to do it.
