Has Kabam given an explanation for this

I have never seen such poor rewards for such a level of difficulty. It’s almost like they are mocking Paragons . Has Kabam given an explanation about the logic behind their actions? It just seems beyond weird that the Paragon are clearly inferior to the Thronebreaker rewards

I guess the idea is if you complete paragon you get the completion and exploration rewards for the act too

Don't forget that chapter 1 exploration&completion (so the paragon crystals, 3x t5cc and 15k 6* shards) can be accessed only by clearing all difficulties, including Paragon.

The Paragon Crystals are given for Completion of the whole Quest, not Exploration. You're right about the Shards and Cats, though.
The upside is, with that many passes, it just gets easier and easier. If you can deal with the unpredictability of Juggs' AI that is.
