Paragon unable to enter Paragon Gauntlet

Side EQ is locked even though I’m paragon. I closed out and went back in, but nothing has changed. Anyone else having this issue?

    Did you fully explore thronebreaker difficulty in the event quest?

    1) Be Paragon
    2) Explore TB Eq 100%
