Cap commissary 3 to 4 rank up gem not working

So I just bought all the gold offers, the 1-2 gem and the 2-3 gem are fine but 3-4 gem doesn't work or am I missing something.

Click upgrade, then it will appear there

I used mine, worked fine.

Yeah I think it's a visual issue. Usual if you don't have the enough resources but if you have a rank up gem it would still light up as if you have enough resources. But it's not lit up. Once you click upgrade, it shows the gem at the bottom and it works.
