Scorpion is so versatile. He can take on all kinds of champions that are immune to/is vulnerable to various kinds of types of damage, and he himself can be immune to all kinds of damage types depending on what the fight calls for. It's rare that you need all three immunities in a single fight so usually you can just choose exactly how you want your setup to look like in any given fight. That's an incredibly impressive piece of utility.

I like Shang Chi as well but he doesn't come close to that kind of utility, in my eyes.

BGs wise, Imma have to go with Shang. Scorpion is just one of those champs that instantly gets blocked, while Shang is also a very versatile attacker

Scorpion can handle all content with the bonus of being a semi annoying defender

Shang is truly amazingly versatile, does really decent and reliable damage, and is incredibly fun to play.

If Scorpion was Awakened, I might have given it to him.

But really: one is Skill, one is Science. They aren't competing for much resources. Take them both up.
