Quicksilver evading Ronin despite 100% DAAR

in Bugs and Known Issues
With Ronin in Wraith stance (40% DAAR) and s1 disorient applied (60% DAAR), he should be shutting down all defensive abilities like evade. However, against Quicksilver, he still evades Ronin 100% of the time. Is this a bug that can be investigated?

    If his charges go over 600 his evade AA cant be reduced. Maybe that's it
