I'd bet it's because he's not gamebreaking and exploitative like kitty's kit, especially with tigra synergy.

He's a good Champ with some strong matchups and some weak ones. I'm happy with him. Honestly, I wouldn't expect an OP Champ to be given out to anyone who completed this. That would be insane for balance.

Well damn, then that makes his playstyle a bit tricky and dependent on AI cooperation, if you want to maximize the bleeds.
