Defensive measure bonus buff not working in AQ

Every week I choose the defensive measures bonus buff to use with Omega Sentinel but today it's not working, the screen displays "power burn" but no health or power is being removed from the defender, I have video evidence of this but can't figure out how to post it, days 1-4 of AQ was working fine, day 5 its not working.
