I know MORBIUS has the decay tag, I mean why plasma build up is counted as damage over time effect？

It's a damaging effect yes. But not damage over time

He can if you manage to bait only sp2s of havoc, ideally you need Armor up champs but it's doable without a counter if you don't let him use his sp1

Each bleed gives you a plasma build up so in a normal season without decay it isn’t possible for him but in this season it is

That makes sense. I didn't try him in earlier seasons but since he's decay i did and it wasn't too bad.
