Am I missing something with the bg nodes?

I've been facing multiple people using champs like quicksilver, hulk, titania, etc who do not counter hazard shift directly but come out with 100% health. Mods? Missing something?

You missed the entire attacker tactic

Decay tactic champs gain 33 percent damage over time resistance for each debuff on opponent. Hulk and titania are mvps
