    Yes, since it has a Stagger debuff with skills 1 or 2 of the relic, you get a Vicious Or Amplify buff, I invite you to see the spreadsheet for more information

    Depends on what you're looking for, Scarlet Witch to do more damage per SA, but she needs to be with her signature ability awakened.
    And with Ghost Rider you do more damage due to incineration debuff and his signature ability does not need to be awake
