Where is the button for the unit rank up?

It's not a unit rank up, it's a unit max level. Since your Strange is already at max level, there is no button.

Aha! Now I see what confused myself due to my excitement. The rank up units cost do exist for the 5* version and the max level up unit cost is the new one.

you can use units to rank up any champ that only requires catalyst purchasable with units in the catalyst section of the store i believe

It gives you a warning to confirm you are about to spend Units
