Why are you using global lol. Just turn it off if it bothers you that much. There's also an option to block them, if you still want to use global chat for some reason.

He's not doing anything against Tos, best you can do is ignore him

I would suggest you to turn off global chat for good and disable your friend invites if you really wanna enjoy the game. That's a waste of time.
