How to unlock Necropolis??

My friend is currently paragon and was gonna do necropolis for fun but he can’t seem to find it, do you have to be a certain level to unlock it? I am guessing level 40? Please clarify if you know.

Not sure why everyone is disagreeing with Sakuragi when it literally says in the third paragraph for paragons only

Poster mentioned at top that they are indeed Paragon.
(although that bit might have been added as part of poster's edit *after* Sakuragi suggested that might be why).

Could indeed be the “needs to be Level 40” (should actually be higher) as most of the “needs to be Uncollected” also has such requirement (even if not specifically mentioned).

*would probably be good to have required Level-60 for this. As the several pics today that showed people completing it as only Level 44, 47, or 50, and may have used Mods to complete
