Next Title before Cyber Weekend?

In an ingame message it said that it is recommended to push for the next title if you are near to getting a rank higher. Does that mean that the Cyber Weekend Offers won't upgrade when I reach another title during the Sale?
Or in other words. Can I buy Paragon offers, become Valiant and then buy the Valiant offers?

    i’m not positive about other titles but they said in a stream there is only one extra valiant offer and you’ll be able to buy it if you get valiant during cyber weekend
