Off-season wars actually affect the war rating

Probably they made some changes, and I didn't realize, but everyone in my alliance are worried about the fact that the last war (the first off-season one) affected our ear rating, we dropped 33 points.
Is thus happening to your alliances guys? If so, is this normal?
As far as I know, the war rating shouldn't decrease nor increase during off season.
