That makes you stronger when the opponent has buffs, pretty much made for chavez. Wiccan prevents that and doesn't fire too many heavies so ya I'd say scarlet witch

Scarlet Witch is the best, she has the Regen and the Power abilities, which both Wiccan has. If you're up to fight Shock immune champs, put on GR one, you'll have the Vicious that comes with the degen

Fair, I struggle keeping the neutralize up the whole fight so some buffs squeak in
