kate bishop slow motion not working properly ?

Sometimes when i use my kate specials the slow motion don't proc, is anyone else having this problem ?
I use the specials them i hold block and sometimes it does the slow mo thing and sometimes it just keep normal speed, the normal speed is not that bad but the inconsistency is what is killing me

Gotta wait until after the first hit of the special to hold block for the slow motion

As Pikolu said. Also I found that I have if I hold down block on the special attack button it slows it down and if I block normal it sometimes go slow and insta normal. So try waiting for first hit + holding special button down
