Acquiring Platinumpool

It took me a while, but I finally got all five cards to get Platinumpool. How to I get the Heart of the Shards crystal? The tooltip says to go to the Featured Store, but the crystal isn't there.

And may ALSO need to be Level 40 as well as Uncollected (Act 5.2 final Collector boss).

Isn’t just in December.
The Heart of Shards crystal is available year-round, once you meet the requirement levels.
