What is the appropriate time for 7 star arena?

I think they need to release more champs before 7* champs are able to cover 104 arena rotations throughout the year. You can reduce that by 24 to accommodate for the new champs arena. Maybe they will also gate it by progression like you have to be Valiant to access the 7* arena which means they need more people to become Valiant so it becomes a bit more competitive. How many Valiants are out there right now? 500? 2000?
