Maybe not the very top of the class champs, but we already have every new champ as a 7*, and among those are the likes of Onslaught (who could be considered the best mutant), Photon, Silk, Kushala, and a lot more. I’d say that OG Hulk, Juggs, Chavez, Titania, and a lot of others are all “god tier” though they’re not number one in their class (if that’s what you meant).

Kabam aren’t going to release the top tier champs for a while. They need to drip feed us the lower rated champs first before moving onto the big fish. That’s how they generate anticipation and anticipation = more money in the long run.

One of the things I’ve really liked about the 7* rollout has been the lack of historically top tier champs. It’s given a lot of shine to others who would have otherwise probably been ignored. Venom, for example, has been getting a ton of love as a 7* that I don’t think he’d have gotten if Herc was in the pool. Everybody would’ve just been focusing on getting him.
