Can't place for war

I recently joined an alliance but it's not letting me place my defense... there is no count down to say when I can place. Am I missing something??

    restart game, wait for war in your current alliance to end, then you can place.

    That was the first thing I tried. I've restarted several times and it still will not let me place.

    Try now. the war should have ended
