Slow does not stop Bullseye from evading

Slow from Shang Chi doesn't prevent Bullseye from evading, even though coldsnap does so im kinda confused

Slow reduces evade ability accuracy, killer instinct and its effects are not effected by ability accuracy reduction. It’s in his description.

Cold snap prevents evade, this isn’t done via ability accuracy reduction.
