I may have missed it, but has there been an announcement about Top Zone Milestone Rewards for lower sectors?

In the past, we would only get these rewards for three sectors around our progression level. This month, every sector gave the rewards…

Was this intended and will this stay this way from now on forward?

It is intended. And it's for just this special month. I'm sure it will come back in future.
Incursions would go back to normal next month.
