By now Valiants who did everything would have had seventeen points, but because of the compensation point for week one it is possible to have eighteen if you did everything. This is ahead of schedule and they were probably not actually ready for players to be able to purchase DKG yet, so I'm guessing they removed the option to buy it from the store as a precaution (and as some have pointed out, DKG is apparently not yet in the game and is probably going to be added in the next update, so allowing players to purchase him before the resources are in the game client would probably create all sorts of problems).
