I checked my heroes are not on any other team. I m not in any quest and i m still getting this msg when i try to join Alliance War.
My team is Scorpion, Shuri and Sorcerer Supreme.

Are they in AW defense, in the 2 alternate Tier Maps (+ / - tiers).

(even if AW is not going on at the time, ALL potential Tier defenders are counted as being “in war” because of persistent defense now).
