Slowing down Kate Bishop sp not working

Don't know if anyone is encountering this, but after firing an sp, I would hold the block and let go after the first hit, which slows everything down and fire the arrow after seeing the tip of the arrow spark.
Now holding the block doesn't do it, nothing slows down.
