What is the best way to obtain Tier 4 catalyst to rank players up.

Alliance quests, if your at the proper tier. If not, there's a T4B quest that resets every 3 days. And if that isn't enough there's a T4B arena. Just need 1.1 mil before it closes

You play the arena, and make sure your score is over 1.1mil. You will get other milestone rewards prior to that, but the Tier 4 basic is the last milestone.
