Wasn't act 8 exploration rewards supposed to have a 7* 2-3??

I was sent this picture but looks like this was apart of the Kabaam post...so why is the 2-3 rank up in game for relics??

Uhhh the 7* 2-3 gem is right there in the picture you posted. The first thing listed under act 8 exploration.
