Is Chavez a good 7 star pull ?

Hey guys just opened my second seven star crystal and was wondering if i got a good pull . I never used her and know nothing about her so im really in the dark on this .

Also how do you use her , optimal rotation and does she have any utility. Thanks in advance ! :D
