Reason she isnt immune is she came out very early before incinerate became popular as back in 2016 it was just bleed and poison immunes only

As for NTW, maybe they consider her ability to be potential energy. Once it builds up, she releases it into kinetic energy which incinerates the opponent. Technically, she doesn't have to be immune to incinerate for her abilities to work that way. It's a game, so not everything has your typical rhyme or reason.
