Best relic for quicksilver?

I managed to dupe my 7* quicksilver tonight so am going to rank him and figure him out finally.

Since I don’t know him well, which relic do you recommend for him?

His whiplash damage is physical.

Thanks. For those of you who use s2099 with him, do the withers stack?

I had put the Cap relic on him, because I interpreted the "Avenge" passive as being similar to a Trauma debuff, but I think I'm dumb, so it's ignore my vote.

Looking at the relics, Hulk or S2099 seems to be best.
