He seems an interesting one. I like Joker so would look forward to Arcade. I don't think any current champ gives such mischievous vibes except maybe Deadpool. I think his specials would be cool. They can all be sorts of carnival based games like hammer smash, pony ride, ping pong ball, funny mirror etc. This is the only champ as of late i found intresting based on origin. I don't care if he is meme tier but all attacks and specials have to be funny.

I hope he has a synergy with all the champs who wear a tie, kingpin, Joe fixit, sunspot ect.

Jigsaw gave a choice to survive.
Survival is RNG (Chance) in Arcade's case.

Can't speak to his potential of being an annoying defender, but DLL's next champion is in July
