Bullseye bugged. Not inflicting any bleeds

I tried the new event quest with bullseye today and then arenas. In both instances it’s displaying the word bleed but no bleeds are applied

    Bullseye does not apply bleeds his bleed does instant damage

    I played arena the other day and my bullseye was inflicting bleeds on ultron and im super confused about it. If it happens again ill record
