Northstar Activating His Anti-Crit Passive with Physical Vulnerability

I play on an iPhone XR, and have version 45.0.0 installed. I was fighting the Northstar boss in both Conqueror and Proven EQ using my Hit-Monkey with the Black Panther relic and rune that gives Physical Vulnerability passives on guaranteed crits. Every time I placed one of those passives on Northstar, he would gain his blue passive that prevents crits, and it would leave once the vulnerability expired. I looked at his sig ability and the wording is “whenever he gain a Physical Resistance effect”, he gains the blue passive.
Is this a bug? Is the Physical Vulnerability from the relic being counted as a “negative Physical Resistance effect”, or is the wording supposed to encompass all changes to Northstar’s physical resistance, both positive and negative? Forgive me if this isn’t a bug and I’m just reading the abilities wrong.
