Don't let Alliances participate in AW if they don't place defenders

It's possible to win in AW without placing defenders. The other team can't score any offensive kills so even with 100% exploration, there's no way to win against a team that hasn't placed their defense. There needs to be a safeguard that doesn't let alliances participate if they haven't placed defense.

You can't win by placing no defenders.
You need to check out how scoring works.
Technically speaking, both Offensive Kills and Defensive Kills do *NOT* earn you any points.
And as such, those lines in the Stat Sheet do not have any corresponding points listed next to them.
What you do get points for (Attack Bonus) is for stepping onto a numbered node (one in which there MAY be a defender, or maybe left empty but could have had a defender on it).
**If it was left EMPTY, you get FULL ATTACK BONUS (3x80 =240 pts), just for walking onto it.
(just don’t leave empty segments/nodes untraveled, you will miss out on both the Explore pts plus the Bonus pts if you skip those paths)
If a defender on the node, you get FULL BONUS for defeating it in 1st fight (240 pts), and it drops off by 80 for each additional fight it takes to defeat it (160, or 80, or Zero pts if it takes 4 or more fights to defeat it).

However, yes it can be frustrating if you need AW SOLO EVENT points, which are majorly given for defeating AW opponents. So some wars in which there are many empty nodes will cause players who take those paths to not get as many AW SOLO EVENT milestone points.
(note, took longer to write than the quick “correct” answer by person above, lol)
And there is also the VERY LARGE POINT TOTAL from DIVERSITY, which you lose out on by not placing defenders.
