I was fighting Moleman using Kushala and he was not shrugging anything.

Check to see what tactic it chose as it can randomly select one and it could have selected xmagica which has purify reduction of each prowess and yes this works outside of the meta of magic thief

It is Xmagica attack tactic. You have the passive prowess on Kushala.

Oh okay false alarm. I clearly remeber selecting no attack tactic. But it got selected by default. Cool. Thanks guys
