Can someone please explain the math behind regional/global rankings

I just found out my second account is ranked #9 in Philippines Region for strongest teams but my main account is rank #166.

How can this be when my main account has a million more rating and a thousand more prestige than my second account?

    Seems like possible as the figures excludes masteries and boosts.
